When an act of congress is ped to reform another does it mean the first act is automatically repealed?

Like for example if the Restoration of Fairness in Immigration Law Act is ped does it automatically repeal the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA)? I don't get it because then they'll have 2 set of complicated laws. How do judges decide which to follow when these sort of things happen?
