Why don't more FA registered English football teams take part in the Welsh cup?

Cardiff and Swansea take part in our FA Cup as well as there own Welsh Cup and i think Chester used to take part in the Welsh cup, and as the reward is the UAFA place why not, or is it because with English fixtures we play to many games per season anyway ...... just a thought
